Step 1: open Paint and open the image you want to resize in it.
Step 2: click the "Resize and skew" button on the ribbon (keyboard shortcut: Ctrl+W). A dialog box will appear with several fields.
Step 3: decide if you want to resize by a relative percentage (e.g. make the image half or twice its current size) or by an absolute value (e.g. make the image exactly 1280 pixels wide). Click on the "Percentage" option if it's relative, and click on the "Pixels" option if it's absolute.
Step 4: input new size as a percentage or as a number of pixels.
For example, if you want to make the image half its original size, that's 50%, so you should type 50 in both Horizontal and Vertical boxes. If you selected "Pixels" and you want to make the image 200x300px, type 200 in the Horizontal box and 300 in the Vertical box.
Between the two boxes there's a button with the icon of a chain link. When this button is toggled on, the aspect ratio between the two dimensions is maintained.
Step 5: click OK to apply the effect of the dialog. This will resize the image to the new size.
Step 6. click File -> Save as -> PNG picture on the menubar to save the image.

Resizing the Canvas
To resize the canvas in Microsoft Paint without scaling the image, click and drag the handles at the corners and sides of the canvas. This will make the canvas larger, filling the new space with a white background.
If you make the canvas smaller than the image, the image will be cropped permanently: resizing the canvas to its original size later won't restore the parts of the image that were cropped.
It's possible to change the background color of the image from white to another color clicking on the "Layers" button in the ribbon. A sidebar will appear. The button at the bottom of the sidebar controls the background color of the image.
